BAPPENAS Coordination with the Ministry of ATR / BPN (National Land Agency) and BIG (Geospatial Information Agency) for the implementation of the NAP-SPO

Jakarta - The implementation of NAP-SPO needs full support from the Government, in this term are the Ministry of ATR / BPN and BIG. The BPN and BIG are related ministries that support the implementation of the NA-SPO. The main objective of the meeting between BAPPENAS, BPN and BIG is to equalize the perception of the Presidential Instruction, both the body and the matrix, and to know the authority or duties and functions of each. BAPPENAS is jointly preparing a technocratic draft 2020-2024 of RPJMN (Rencana Pembangunan Jangka Menengah-Medium-term Development Plan).

The BPN is also committed to supporting the NAP-SPO, by identifying outside the Forest Zone, with focusing on the inventory of the former state land and the critical zone to find TORA sources through land redistribution. BPN makes every effort to build basic data, which includes sectoral data with input oil palm as one of the commodities within. In the year 2020, the program will be implemented by the national entities with a pilot project scheme and in the year 2021 will be implemented by the regions (provinces and districts). Legalization of assets related to agrarian reform is also a major concern of BPN through land redistribution schemes. The main focus is the release of 20% for the local community in the determination of HGU (Hak Guna Usaha-Land Tenure Right). The problem is that the data is not synchronized implemented in the field, it is not in accordance with the data in BPKH (national level) and hopefully that FoKSBI can assist this program. BPN in this case the Directorate General of Agrarian Arrangement, focuses on building the basic land data, which has long been carried out by BIG and Directorate General of Plantation, MoA, and will be followed up so that it is known how much land allocation for the remaining plantations. The BPN shares its role with BIG, and BIG plays a role in fostering IGT implementation to the data trustees. starting with the preparation of the NSPK.

Another line ministries related to NAP-SPO are BIG. Broadly speaking, BIG activities related to NAP-SPO are related to data strengthening, BIG also needs to coordinate with the Directorate General of Plantation, the Ministry of Agriculture in relation to the preparation of maps of oil palm cover, with the support of MoEF, LAPAN (Lembaga Penerbangan dan Antariksa Nasional-National Institute of Aeronautics and Space), and KEHATI (NGOs). BIG will foster Directorate General of Plantations as a data collector for the compilation and integration process (with the help of satellite imagery and integration). Existing palm cover data will be used as a baseline and need to coordinate several times to update the process that is implemented on the palm oil cover data. Linkage within IGT stems from the preparation of the NSPK, and conducts training program (formulation of training, trainers, subject training is required). With the formation of IGT this will be associated with spatial maps. BIG conveyed several problems faced in the field, for instance: 1) The allocation of new Geospatial Data and Information covers 2% of the basic map of the territory of Indonesia, 2) the unmet need for human resources in the geospatial sector, 3) The National Geospatial Information Network (JIGN) has not been optimally connected , only 16 provinces (some of which are already included with palm oil producing provinces). The BIG initiative related to the plantation sector is by conducting participatory mapping training for related agencies, companies and communities in plantation locations. Participatory mapping training was conducted in 2019 in the cities of Pekanbaru and Palembang, but was not specific to plantations.

To support budget allocations at the BPN and BIG, it is necessary to have a special session with the Directorate General of Budget, Ministry of Finance and BAPPENAS to discuss mechanisms to enter APBNP (Anggaran Pendapatan dan Belanja Negara Perubahan-Revised State Budget) and inventory activities that require APBNP so that NAP-SPO activities that are not accommodated in the Main Tasks and functions can be added / inserted from the state budget.
